The Commission has recently become aware of correspondence received by members of the public purporting to have been sent by an entity, Potential Oil Energy and Gas Inc and two Public Warnings regarding this entity have been posted on the Commission’s website at:

Since these Warnings have been posted on the Commission’s website, the Commission has received further correspondence from members of the public. This correspondence shows a slightly changed name of Potential Energy Oil and Gas Inc and/or Potential Oil and Gas Inc. Along with these changes of name there is a website: www.potentialoil-energygas.co.uk.

In this document those organisations/persons listed in the title above are referred to as “the Entities”.

The address given for the Entities on the correspondence and on the website is again “43-49 Castle Victoria Road, Douglas – IM2 4EH, Isle of Man”. The Commission can confirm that this address does not exist here in the Isle of Man.

The correspondence sent to members of the public is in regard to purported job offers from the Entities.

In the correspondence and documentation, which is also purported to have been sent by Dr Gray Ben, it states “This is an Affirmation that your experience and qualifications were found satisfactory for the requirements of Potential Energy Oil and Gas Inc… …make contact with the below advocate who will assist you secure your Isle of Man police clearance document…”

The Advocates mentioned in this documentation are: Turnbull Advocates, 54-58 Exchange House, Athol Street, Douglas- IM1 1JD, Isle of Man.

The Commission can confirm that Turnbull, Advocate, Solicitor and Notary, is a genuine entity here in the Isle of Man and is regulated by the Isle of Man Law Society. However the Commission can categorically state that the genuine Turnbull is in no way connected or associated with Potential Energy Oil and Gas Inc (or Potential Oil Energy and Gas Inc).

The address details quoted in the aforementioned correspondence for Turnbull Advocates are that of the genuine Turnbull, however, the telephone, fax and e-mail details are NOT those of the genuine Turnbull.

The Commission has no knowledge of any genuine document known as an “Isle of Man police clearance document”.

The Commission wishes to draw attention to the following observations:

The Entities are not companies incorporated within the jurisdiction of the Isle of Man. They are not registered as foreign companies having established a place of business on the Isle of Man. They are not registered as business names on the Isle of Man.

The Commission has established no association between the Entities and any genuine Isle of Man companies or businesses.

The Commission has established no genuine links between the Entities and the Isle of Man.

Under the circumstances the Financial Supervision Commission feels that this correspondence is being issued to tempt the recipient into becoming the victim of an Advance Fee Fraud.

Is an attempt at gaining personal data from the recipient in order to steal their identity.

Under the circumstances the Commission would encourage people receiving correspondence matching the above description to refrain from responding to it in any way.

Any persons who are already involved in any dealings resulting from the above correspondence or website and have concerns should contact the Enforcement Division on +44 1624 689314 or by email to fsc@gov.im.

Any persons who have paid out funds in relation to the above correspondence or website, or who have provided personal financial details in relation to the above correspondence or website should consider contacting their local police fraud unit without delay.

All other comments previously made by the Commission in the Public Notices and Update (Ref: CD/19/2009 and CD/20/2009) remain valid.
